I’m exporting negative coordinates, that are not correct. If I export Kmz it’s in the correct location. I can’t seem to figure why I can’t get correct SPC. I’m using connect.

Me too! But that doesn't tell us which of several methods in MicroStation you are using. What's your workflow? What's your starting point — as Lorys asks, have you defined a Geographic Coordinate System (GCS)? What result are you looking to create — a text file of coordinates or something else?

can you post a copy of your file here...
You have a GCS defined right? and your units are defined correctly right?
place a few objects like a circle or 2 now tentative on the center of each circle and copy paste the message window values of the coordinates into note pad .. I hate typing.. now check the export coords via fence to enclose the 2 circles and the export coordinates tool.. the txt result should match your active note pad if not .. create new file and repeat...
another check ,, test with know survey xref and then turn on Bing maps in the view attributes if you units and GCS are right bing should land where you expected.. now attach the file that gave you neg export coords .. does it land where expected in Bing view if not then your file is not right geo location.. us survey feet sometimes cause problems.. fortunately for us in australia we dont use them, just meters..
Can you open the same file in v8i and do the export and see if you still get neg coords... if not then CE is the problem and you may need to send your file to bentley support and see if it needs a service ticket or its just your file...
