I am using MicroStation V8i SS10. My DGN is set to use the ACS and display coordinates in longitude/latitude. I want to export the coordinates to a text file using XYZ. The tool only exports northings and eastings. Is there a keyin I can use to export to lat/long.

Previously there were keyins to toggle the use of the ACS on/off but with MicroStation V8i you can perform this operation in the Drawing Scale tool. The following Wiki article from AskInga is not directly regarding your query but has the same operation so you should be able to export the coordinates as defined in the selected ACS.

Thanks Lory's but I have already done those steps. Now I am looking to export the coordinates to a txt file using XYZ Text Export. I am only able to export northing/eastings (even though my coordinate readout is using the lat/long ACS).
MicroStation will allow you to label long/lat points but in order to export this data out ASCII (xyz text) you would need one of our mapping products. See the following:

Ouch! My solution to this and other geographic coordinate issues was to set-up a file with the correct latitude longitude units, proper readout, etc. Then I simply use it as a reference file, allowing Microstation to re-project whichever file when attached.
