I am using MicroStation V8i SS3.
We have a funky issue where the text and dimensions in a 2d Microstation reference file appear offset (about 3/4") from where they are in the 2d sheet file. It is not consistent; some of the text moves and place themselves on top of the dimensions; some of the dimensions stagger slight away from each other.
I can fix it by activating the reference and fixing it in the sheet file, but then it appears messed up in the reference file, and my coworker is losing his mind over it.
Has anyone seen this, and know how to fix it?

Sheet files are generally used for annotation and plotting. Are you attaching a file that has dimension for elements drawn in the sheet? I ask this question because what expectation would you have that the elements should line up when making the reference attachment.
I would also look at the view orientation that you used when attaching the reference.

The dimensions and text are in the reference file, along with the graphics.
Can you provide the sheet file and the reference file to get a better idea of your issue?

A couple of observations...
1. There was more than one model in the file so I was not sure which one should be attached "1" or "NDOT" default model. I went with the NDOT default model
2. The sheet model, which is in fact a design model and not a true sheet file, but that is not relevant to the issue here, has a rotated view therefore the graphics in you master sheet file are rotated. I did not know what rotation angle the reference should be attached, but if you attached the reference at a zero degree angle the graphics will not line up because of the rotated view.
3. I attached the reference with method (view )"Coincident - World", this aligns the global origin of the reference file with the global origin of master file. This ensures that the coordinates match. I would recommend using this setting.
