Good afternoon, this is a very basic question, but one that I have spent about 2 days trying to figure out. On Level 1, went into Level manager, assigned a different color, linetype, and line thickness. However, when I click on the color, ask it to assign 'by level' it doesn't change.
Should be a super basic function, but can't get it to work.

Level Manager is where you set the ByLevel color. You can set the active color to ByLevel. You can change an element to use ByLevel for color.
Where are you trying to set these level attributes - what tool or toolbar or ribbon tool are you using?
Do you have any level overrides defined, or are level overrides turned on in your view attributes?

You have to select the elements to change. You can do this one of two ways:

So in level manager I have created 3 test levels. Test 3 is color: magenta, line type: dashed, line thickness: 9. I set it to active, then go to draw on screen and it draws on the correct level, but the color, line type, thickness stay on like a default setting.
I even pulled this color one down, and selected 'by level' and nothing happened.
Found it. I had to go into view attributes under settings, and apply over rides in there. So wacky. Thank you.
From your image it appears you set the Override Symbology instead of the By Level Symbology. Your line style definition for TEST 2 is set to Off. That's an override setting, not a by level setting.
