Set color by level

Good afternoon, this is a very basic question, but one that I have spent about 2 days trying to figure out.  On Level 1, went into Level manager, assigned a different color, linetype, and line thickness.  However, when I click on the color, ask it to assign 'by level' it doesn't change.  

Should be a super basic function, but can't get it to work.

    You have to select the elements to change. You can do this one of two ways:

    1. Using the Element Selection tool select all of the elements you want to change - then set the active color to By Level. This will change all of the selected elements to use the By Level color setting. This can be repeated for Line Weight and Line Style.

    2. Use the Change Element Attributes tool. Select all of the elements like above, then using this tool you can change all of the attributes in a single operation.
