Set color by level

Question

Good afternoon, this is a very basic question, but one that I have spent about 2 days trying to figure out. On Level 1, went into Level manager, assigned a different color, linetype, and line thickness. However, when I click on the color, ask it to assign 'by level' it doesn't change. 
 Should be a super basic function, but can't get it to work.

From your image it appears you set the Override Symbology instead of the By Level Symbology. Your line style definition for TEST 2 is set to Off. That's an override setting, not a by level setting.

another trap.. when you create new levels it copies the settings for default level and if you have orrides turned on when you do this if Default had colour 0 as an override it copies that setting. 
 If you don't have a dgn lib attached then you can change level colours in the level manager but for it to update the changes your element has to have its symbology set to bylevel then changes in the levelmanager WILL flow to the element. but if your element is set to just arbitrary colour and not by level without overrides, then changes to the level manger settings will NOT flow through to objects on that level unless you use an override in level manager.. well I think that's how I do it but I have a dgnlib attached by default too so to force things I have to use bylevel and overrides...
