We have a client that Likes to see all of the sheets next to each other. Other than adding a bunch of references, is there a way to see all of the sheets in one space and have the automatically put themselves in order as sheets are added to a set? We currently add a bunch of references in a separate model and move them manually. It would be very time saving if it was automated.
Currently, we don't have a method of visually displaying all the sheet models in one space other than what I believe you're describing with the referencing of each of this into a new model. You might like to consider using VBA programming to achieve this workflow but it may be worth adding this to the MicroStation Ideas forum.

Are the sheets in individual sheet files? If so, you could use windows explorer with extra large icons?
Or batch print then open in acrobat?

You might consider importing all of your sheet models into one master DGN file (Models dialog>Import Models) and then viewing all sheets from within the Models dialog. I believe MicroStation CONNECT automatically alphabetizes the names of the models from A-Z. Of course, this would not display visual representations of the sheet contents, but you can at least see a master list.

Explorer > Links Tab. There should be a dafault link set which is set to harvest all design/drawing/sheet files in a workset, but you can setup your own to just harvest sheets in certain folders
