New levels on reference not displayed in master file

I followed all the steps bellow and still not showing the new level on the sheet file

  1. Go to Level Display (from menu Settings > Levels > Display)
  2. At the top there is a drop down option (when set to Global Display all levels appear to be turned on)
  3. Change this toggle to View Display
  4. Check if the reference levels in question are turned on
  5. See video attached below showing this...

Global Display controls the display of levels for all views. View Display only controls display for the selected/active view.

Use MS_REF_NEWLEVELDISPLAY configuration variable (Default Setting) New levels in the reference are displayed according to the setting for the MS_REF_NEWLEVELDISPLAY configuration variable. If this variable is set, MicroStation displays newly created levels in references. By default, when new levels are created in a model that is referenced by another model, the new levels are not displayed when the referencing model is opened. Newly created models are considered until "Save settings" is performed. This functionality only works when both the master file and referenced files are in the V8 file format.

Always New levels in the reference are always displayed.

Never New levels in the reference are never displayed.
