Never used this tool before, but unless I am missing something really obvious it produces nonsensical output for me.
In attached example I have created a new file from seed3d.dgn, and placed a line with keyins: XY=0,0,0 ...
The expected result is a line with start point at coordinate X=0, Y=0, Z=0 and this can be confirmed in Element information Tool.
However XYZ Text insist on different interpretation.

Wow! Inga, my appreciation for you is best expressed in the attachment :-)
However this tip seems to affect Label Coordinates only.
What is the necessary voodoo magic to affect the remaining tools (i.e. Export Coordinates)?

It appears that Export Coordinates uses the active ACS and since you have one on View 3, you're getting values you weren't expecting. If you want to export using global coords, then there are a couple of options available: Create a new ACS that uses the global orgin, or change the exisitng one to use the global origin.
