If file contains large mesh element I'm no longer able to force Accusnap using Shift+Ctrl shortcut. This makes hard to use view rotation tools as the anchor can't be fixed to desired point.
Seems there is some file size limit after which accusnap is disabled?
Check your AccuSnap settings. Verify the Meshes checkbox is toggled on.

Everything is enabled. It also doesn't allow to snap to any other element type. Very strange.
File is retouch DGN exported from ContextCapture and is 30MB in size.
But in this file Accusnap doesn't even work for other elements like lines etc. I don't need accusnap but can't figure out how to set view rotation to desired mesh vertice so it doesn't rotate about some view center.

Tentative snap doesn't seem to work with view rotation tool
It does, you should see the cross for the center of rotation move to the tentative snap location (see below). You can also pick up the "handle" and move it.
...and as long as this point remains visible in the view it will be used for subsequent rotations a well, so you'll only need to tentative again to choose another point to rotate about.

Forgot about that, tried to snap the cross and that didn't work with tentative snap.
