I am trying to make a text favorite to label regions that we create for area calculations
The properties of the region call it out as a "Complex Shape" but when i use "Complex Shape" as the Field Sub Type and select area I get an "Element not valid for tool"
Any thoughts?

It's not clear what's going wrong for you. Here's a DGN file with a normal shape and a complex shape. Each is labelled with a text field whose contents is obtained from element property Area...

You don't need to label areas in order to calculate stuff. That's what Reports are for. See this example.

Thanks Jon
I am able to do that when i make regular shapes (circles, squares, or a shape) but when i create a Region (flooding an area to get a tight figure) is when i get the problem.
Where you able to label a shape created by Region?

I was able to manually annotate the two complex shapes in your DGN file. See attached...

Consider using AreaAnnotator.
