Hi, as the title indicates I have an issue where copying more than one element results in duplicates being pasted. This issue does not occur when copying only one element at a time, I have checked that the existing elements are not already duplicated (including the cleanup tool).
Version: MicroStation CONNECT Edition 10.15.2.11
I did see this issue was mentioned once or twice a few years ago, I've included a video demonstrating the issue, zip as well incase it doesn't play.

From the video capture it appears that you are using a version of MicroStation CONNECT Edition. Would you be able to provide the exact version number you have installed?

I am also unsure what type of element you are copying here. It does not appear to be a Table but may have been produced using OLE tools. Would you be able to provide an example design file as I am unable to reproduce your issue in a new file.

The version is 10.15.2.11, I've added that to the original post as well. I have not been able to replicate this on a new file. I will try reduce the file and submit that ASAP.
The table if from an older file, it is just rectangles arranged as a table.

There may be more to this looking a the selected text in the video the message center reports Cell:.... was the graphics created by yourself in MicroStation or from another application source.

The cell was created by myself, as a rectangle. The text follows from the template I was given.
I have not been able to replicate this in a new file, however this issue only started recently after a colleague edited the file, which may have caused the issue. Some of us still are using the V8iSS10? version of MicroStation, as we are upgrading to the Connect Edition.
The file has been through several MicroStation versions, as a template handed to us, to v8iSS10 then Connect Edition so there are a number of factors I can't account for or replicate.

I know this is a very old post, but this exact process can also happen if you have a reference attached of the same document with the 'Locate' option turned on. Selecting an element normally will select the actual element, but clicking and dragging will select all elements in the range, including the reference. You can't move referenced elements, but you can copy them and get a stacked duplicate.
