I have a CSV file with the following
TEXT, LEVEL, LAT, LONG, CELL
I need to be able to import the CSV in one go so everything goes onto the correct level, the cell in positioned with the text desc
HAs anyone created anything like this?

You may be able to modify/manipulate it to suit your needs.
can you show us a sample of the csv data format

In addition to advice already provided, you could use the MicroStation Import Coordinates tool or Import Points CE 2.0 (created and provided by Bentley Professional Services). Text can be placed on a level. A cell doesn't have a level. It's contents, which are graphic elements, may be on multiple levels.
Presumably the lat,long is both the text and the cell origin?

Depending on exactly what you want, the answer is probably 'No'. That's why VBA exists, so you can craft your own tool.
