I am currently using Microstation Connect 10.14.00.109 and windows 10 still learning some of these commands.
From my example you see two lines.
I am trying to snap to the end of the line 1 and create a line to the end of line 2.
What is the easiest way to do this.
I tried using some of the snap otions and accura command with the tentative option but nothing worked
for me.
I appreciate it if someone can provide me the steps.

Just trying to understand what you are asking here. If you have AccuSnap turned on, when you hover over an element, depending on which Snap Mode you've selected, a yellow cross will display on the associated snap point. By default, the Keypoint snap mode is selected which should highlight a yellow cross on the end point of each of these lines when you are trying to Place SmartLine.
Snap Mode Toolbox
The first tool, Toggle AccuSnap is used for enabling or disabling the snap mode. The other tools in the toolbox are for enabling or disabling different snap modes.
With Snap Lock on, each snap mode setting has an effect on tentative snap points. When you enter a tentative point on or near an element, the following occurs:
The nearest of the Element keypoints on the element. This is the most generally useful of the snap modes.

Ok, that is using accu snap in c3d there is a command to find a endpoint of a line. Does Microstation has any thing like this or can any of the osnaps do this?

Ok, MicroStation does not have a specific single "endpoint" snap mode but the Keypoint snap mode includes endpoint and midpoint as explained here:

Not that I would recommend it, but if you would set the key-point snap to "1" you get only vertice end points. (AccuDraw key "K")
Using the tentative (right+left mouse) then jumps to the nearest vertice. Even when it is beyond the views range.
