I know this is a simple fix but I'm still learning the language to use - thanks for bearing with me. I want to turn off the display of certain cells in a reference file - is that possible? I cannot use level management as there are other cells on the same level that I want to continue to display and I cannot change the level as it is pivotal to other functions/users.

Cells don't have a level. A cell is a container of graphic elements. Each DGN element may have a distinct level.

Good suggestion! The criteria for a cell could be its name. Both normal and shared cells have a name.

Thanks to both. Almost there - just need to modify slightly (it's applying the displayset to all cells because of the first part)
ELEMENT=CELLS, CELL NAME = cellname

Each element in Microstation as an ID.
You can get that ID of the desire cell selecting the cell and go to the Properties panel inside Raw Data.
Inside Display Rules you'll have to use selectbyID and place the element ID of the cell that you want to have a different display of the rest of the other ones.
With that variable you can create the overrides that you want and the rule will catch the cell that you identified through the ID.
