I have just had a look through the new U16 blogs and have to say that there is not one new/improved feature that we are likely to use!!
Is there a list of what has been fixed in this version.

What is an information value of this statement?

It's available at standard place: In MicroStation wiki. Using search, it's simple to find it.

The value is many of us are hoping they will fix some of the many bugs, but they are focused on new features, working or not.

That's the problem of software development: A half of users require new features and the rest wants to fix their issues, which sometimes is extremely specific and visible only in certain conditions. And both groups complain the implemented new tools are not features they require and the fixed defects are not the defect the most critical for them ;-)

They did in my opinion: The list of fixes, as far I was able to compare (which is of course a subjective evaluation), is the longest from all CE releases.
Yes my friend, I should explain myself. I've used Microstation since pre-Bentley days (was called Intergraph IGDS). Until 5 or 10 years ago I would tell anyone who would listen what a wonderful CAD software it was, support, community, all top notch. Not until I started using Connect did I find things not working. Not talking about user interface stuff, obviously I've been able to adjust to many UI changes, no problem. But Connect still has a multitude of bugs, too numerous to list (I used to keep a list, file tickets, gave up with some exceptions). I do appreciate the convert to 64 bit, it does run quick, makes better use of resources. But little things like the text dialog box not functioning when it's smallish, skipping over levels when the ribbon level select is scrolled down, cursor focus randomly sent to screen #2, rasters disappearing when file is compressed. It will also occasionally completely lose integrity for level display e.g. totalling ignoring level on/off commands using dialog for reference file levels. Even completely scrambling levels such that turning off Level B will result in some other level turning off. Always clears up after a close/open. As I've said before, I'm surprised I get my work done without my clients seeing more errors on the documents I provide them. The only issue I had pre Connect was MS_REF_NEWLEVELDISPLAY not working as intended.
Apologies for the major digression.
Finally - 1059525 Fixed Point Curve changes to B-Spline with break or trim tool
This was a showstopper for many of our users. So only from U16 and beyond we can start to use Microstation/Powerdraft.
Curves vs Bsplines is neverending story.
It interests me, that 2 of my "bugs" from earlier versions, appear to have been corrected, but without the bug listed as being fixed.
Yes, I am aware that sometimes bugs overlap, but I specifically went testing in U15, and it's second release, to no avail, so skipped those versions. I took a punt on U16 fixing the issues, and was delighted in the result, except of course by the lack of acknowledgement.
Still, "it'll be alright on the night", or the Kiwi vernacular, "She'll be right", seems to work for Bentley, sometimes ;)
