Currently using Microstationv8i select 3 ver 09.11.09.587 and would like to know does MicroStation have some title block cells for us to use if so, where?

Most companies specify their own title block design. It's usually nothing more than a few boxes drawn with shapes or lines. There may be a company logo image, and perhaps a drawing border as well.

Continuing on from the information Jon has provided, you might like to look at the sample borders provide within the MicroStation installation.
Using the Delivered Sample Borders
I believe these may have only been included in the CONNECT versions which you should look at due to discontinued support for the older version of MicroStation V8i.

Apparently with my latest version version of MicroStation and my connect 10.14.00.109 and Microstationv8i select 3 ver 09.11.09.587 these files are corrupted. I tried reloading the software and I cant open them.
Could you upload the dgn so I can get it?.

My installation of CONNECT Update 16 doesn't have that Borders directory...

No, they are not. I tried MicroStation CE Update 14 (specifically 10.14.02.01) and I am able to open examples with borders without any problem.
