I work on a linear infrastructure project that uses a custom survey datums that closely resemble existing datums available in the Library with little adjustment offsets.
Is there anyway to edit the CGS in Microstation library to add new ones so our CAD seed files can match exactly the project GCS?

I believe that Bentley Systems mapping tools, such as OpenCities Map, allow the creation and editing of GCS libraries. As far as I know, MicroStation consumes existing GCS definitions.

I have found this "What's new" video since. It seems it would be possible for our CAD manager to setup through Worksets provided everyone uses update 14+.What's new 14, 15, 15.2 - 3 Create Custom Geographic Coordinate Systems in MicroStation

You're right! I'm several Updates behind the times: In the past, to create a GCS required an additional piece of software such as Bentley Map. MicroStation now (from Update 14) provides the ability to create a coordinate system without requiring access.
