I loved this keyin to turn all the levels on (set levels on all) , but as on maybe a month ago or so, it no longer works. Any idea why?
Thanks
Your keyin is incomplete. You also have to specify the view in which to turn on the levels
Updating your keyin to this should do the trick to turn on the level display in all open view windows.....
set levels on all;selview all
Without that addition to your keyin you have to click a data point in a view window for the levels to be turned on

I have used set levels on all; for years this keyin has worked on it’s own.
I have tried adding "selview all;" but no difference in result.
Whether I use
set levels on all;selview all or
set levels on all;
it prompts me to select view, so when I click a data point on any one view, nothing happens.
It just gets stuck in select view prompt.

Is it that way in every file, or just a single file?
Could it be that you have some command/macro active that isn't understanding the keyin?
Try this keyin...
null;set levels on all;selview all
The NULL keyin clears the command buffer.
Yes, you are right, I noticed it does work in some drawings but not on others. But null did not help. Mostly an issue in drawings I made, as opposed to other people's drawings. Not sure what is unique about my drawings. maybe I will post a drawing sample.
here is a sample dgn that has that issue.

The other odd thing that is happening, if I turn a level off and soon after I activate view previous command (by keyin or icon) it does not turn on that preview level. The only way to turn it on is to use the Level display dialog box.
I can replicate your issue in this file, but I can't find what is causing it.
