I have set up on advanced text style line length to 150, but it's not wrapping up the text to a new line. If I use the selection tool set to single and select the text I don't see the edit handles. Using Microstation V8i SS10. Thank you!
Do you have the handles disabled in the Selection Settings Dialog?

I enable the handles, but still line length of 150 format is not working.
I have created a Text Style with Line Length 150 and placed text in the dgn using this style, the text wrap was as expected. (Also tested with the TextStyle coming from a dgnlib)
As mwlong mentions the problem experienced would appear to be with the edit handle display. It may be a simple case of selecting 'Disable Handles' in the Element Selection dialog. But LuciliaMiti can confirm.

No, it isn't showing on mine, and my Workspace Preferences show Text Editor Style Word Processor. On Microstation Connect Edition it does work, but this version is not compatible with NYSDOT I work with, and on SS4 version I was using before, it worked.
What version are you using? You state CONNECT is not compatible with NYSDOT and you were using SS4 when it worked. So are you using SS10?
I don't have SS10, but in v8i you select the place text tool and switch the placement method to Word Wrap

Can you be more specific about "It didn't work"? What is not working? What are you expecting to work that not working?
When Place a Text, it's set up in Text Style Line Length to 150. When you're typing and reach 150 length, It's suppose to automatically goes to the next line, likewise in Word document, and it is not doing it.
That's sort of the point of word wrap. The nice thing about word wrap is that you can type text in a line as long as you want until it hits the end of the initial border defined. After you are done you can drag the extents to cut the lines off wherever it suits and all subsequent lines adjust accordingly. If you are placing a standard size text you can create a cell of the appropriate size boundary to establish the 150 length. You can use this to draw your word wrap extents. There really is no need to set the text length to 150. As I stated previously, I believe the intent is to deprecate the line length setting and that is why it is not available in the change attributes dialog. Like most of Bentley's legacy settings & tools, they leave it available for legacy work.
I would suggest adopting the word wrap text placement.
