I'm in a drawing that has the "Line Style Scale" set to "Global Line Style scale" with a value of 1.000
And after typing "active linestylescale" into the Key In, it says my Active Linestyle Scale is 1.000
But when I offset a line using a custom line style, that has the scale set to 1 in the Line Style Parameter, or draw a line, the new line has a a line style scale of 1.5.
Annotation scale is turned off but is set to full size.
Is there another setting I need to check or is there another solution to get my lines to draw at the right scale?

You can check a couple of other places.
The Custom Linestyle dialog has a place to enter a linestyle scale. While this may be the Active Linestyle Scale, it never hurts to look.
Your level may have a linestyle scale defined (in addition to the global setting). You can find that in the "Styles" tab in the Level Properties dialog.

What is the exact version no. (e.g. v10.x.y.z) of MicroStation that you are using? Use key-in VERSION to see the version no. in the MicroStation Message Center, or Help→About MicroStation in the backstage.

In addition to what MaryB suggests I had found another area that affects the line style scale. If you select an element using the custom line style then select Properties icon you can look in the Extended tab. You will see a Line Style Parameters drop-down. In this group is a Scale field. Is that value set to 1.0000 or something different? If it is different then set it to 1.00 and that should resolve the issue.
We encountered this a few years ago when we started using CONNECT/ORD. I think it was a file from a sub-consultant that had the line style parameter set per element. It took me a while to figure this out as I never knew you could apply the scale in this manner. It's most likely the same as using the Modify Line Style tool and selecting Scale.

check the properties of the line and it will show the linescale parameters it actually has
Also in the level manager check no override to the level linstyle scale is being applied and the by level line style scale

I checked that. That's what I meant when I said "when I offset a line using a custom line style, that has the scale set to 1 in the Line Style Parameter."
The line I'm starting with has that scale set to 1, but when I offset it the new line has a scale of 1.5.
I know I'm able to change the scale back to 1 later using the element information box, I'm just looking for a way to not make the line change scales when I offset them (or draw new ones)
