Is there in Microstation Connect Edition a tool like "Drawing Extraction Manager" that was in the V8i edition? Or something that colud extract editableable visible edges that keep a link to the original file?

Drawing Extraction Manager (DEM) has never been part of MicroStation V8i Edition, but, as far as I remember, it was tool delivered with build products (like AECOsim Building Designer).
So, I am confused a bit what your question is:
I also recommend to follow the best practices, because regardless you use MicroStation or any other product, it's crucial to specify both the product and its exact version. CONNECT Edition products have evolved rapidly and available tools and features differ in every versions (and there are many, e.g. MicroStation CE exists in about 20 versions now).

actually I realized that the Microstation edition in which I used the DEM was the XM not the V8i. Do I have to change title and tags of the topic?

Do you mean in the title of the post? Because in the post I used the expressions "... a tool like... or something that could... ". However I'll read the links that Jon kindly shared.
Finally, I'm sorry for some mistakes compiling the form, It was the first for me. However I will read the best practices that you shared and I'll follow them the next time.

Actually, I still do not believe it was MicroStation, regardless V8i or XM. I found MicroStation V8 XM Edition help in my archive and I was not able to find any information about Drawing Extraction Manager there. And when I tried to search for "Drawing Extraction Manager", I found discussions about TriForma / AECOsim Building Designer / OpenBuildings Designer only.

The problem is that you mention tool (in my opinion) never existed in standard MicroStation (or maybe tens yours ago, so nobody remember it?) So it's not clear what functionality you are looking for.
So, maybe it makes sense to describe what you need to achieve, without any links to past tools. There is a huge different between XM / V8i / CE in the discussed area, especially because dynamic views, named boundaries, sheet index etc.

As has been suggested, the Drawing Extraction Manager is not a tool that was included with a default installation of MicroStation, XM or V8i. It is a tool that was previously available in AECOsim Building Design | OpenBuildings but appears has not been included in the CONNECT Edition.
