I current have a dgn drawing scaled to 1:1. I need this drawing scaled converted to a architectural scale of 1/4"=1'-0".
Client will not allow me to post the dgn drawing.
What are the steps to get this to work.

Hi Steve, I dont work with imperial scales but I believe this to be correct although you should check the results just to be sure.
First some simple scale conversion mathematics (easier to lay out in Word hence the image):
Now, assuming you are in the DGN where you want to physically alter all the elements within the design model whilst keeping their relationship relative to the global origin, you can use the following keyin:
choose all;as=0.0208333333333333;scale original;xy=0,0
The command components are:
Choose None = Select All selectable elements in the design modelas=0.0208333333333333 = Sets the Active Scale to 0.0208333333333333 which is the reciprocal of 48 i.e. 1÷48Scale Original = Scale elements (no copy)xy=0,0 = Uses the Global Origin as the point to scale about
All your geometry should now be 48x smaller.

Scales are dimensionless. For example, a scale of .01 means that measurements are divided by one hundred. It makes no difference if a length is 10 feet or 5 metres.
A scale of ¼" to 1' is more easily calculated from the number of inches in a foot (12). That is, ¼" to 1' is the same as ¼" to 12", which is (as you rightly calculate) 1:48.
