Microstation U16 crashed without exception and looking into Event viewer blames this DLL. Quick search shows that similar issue was fixed by Microsoft update in 2018 but seems still happens:

I think it's not simple relation "non-English Windows > crash", because I use Czech Windows and I have not experienced any MicroStation CE U16 crash.

Windows can be configured (registry modification required) to create memory dump automatically, when specific application crashes. It can help, when ADPlus, mentioned by Leonard, does not provide enough details.

Could be coincidence but maybe not related as this computer acts weird on it's own.

I have seen a recent crash reported in Event Viewer for a user with the same dll signature (ucrtbase.dll). He was on in English Windows operating system.
What we did to remove the error was uninstall MicroStation, reinstalled Update 16 and then replace the Personal.upf in that order. I know it seems as a lot to do, but it might resolve the issue. So far your issue is only the second report that I have heard thus far regarding this issue.
This something development will need to keep an eye on.

There is another issue I encountered export to DWG doesn't work shows that Remap file is not found even that none is specified.
edit: -restoredefaults fixed issue with DWG export so seems this is indeed related to upf corruption.
