My Workspace/configuration is in ProjectWise. It is actually setup for Open Roads Designed, but I get this message in both MicroStation or ORD in the sorkspace/workset.
I am assuming it is a level filter, except if I open the DGNLIB with our Level Filters, I do not get the message. And no filter names seem odd.
Did you go to the backstage of one of your files and look at all the options for filters? Maybe it is not a level filter. I've never seen that message. Maybe their is a filter loading from a file you received from an outside source and it is being loaded by MS_LEVEL_LOAD_ATTACHMENT_FILTERS??

I was able to open your file directly and I did not have an issue. I also loaded it into our PW environment and added it to my MS_DGNLIBLIST_ELEMENTTEMPLATES and opened a file. Everything loaded fine for me. Seems maybe it is something else in you PW environment.
