My Workspace/configuration is in ProjectWise. It is actually setup for Open Roads Designed, but I get this message in both MicroStation or ORD in the sorkspace/workset.
I am assuming it is a level filter, except if I open the DGNLIB with our Level Filters, I do not get the message. And no filter names seem odd.
Can you share the files so I can investigate them further?

Added as promised. BTW, we are working with Bentley on our workspace and it might already be setup on a Bentley Server.

I was able to open your file directly and I did not have an issue. I also loaded it into our PW environment and added it to my MS_DGNLIBLIST_ELEMENTTEMPLATES and opened a file. Everything loaded fine for me. Seems maybe it is something else in you PW environment.
