Seems there's a bug in the dwg reference attachment properties dialog box in CE 10.16.00.080:
1 - There's no "coincident world" option listed.
2 - Hitting Ok will attach the dwg as "coincident world"
So there seems to be 2 issues with that dialog:
1 - "Coincident world" shown as "Coincident"
2 - "Coincident" option is missing
Attaching using non-interactive options seems to works as expected:
If this is a known defect, if I can get a defect number, that would be much appreciated.

Please note that the Coincident World option is not available when working with DWG files since AutoCAD does not support the notion of global origins. Attaching via Coincident World "Aligns the references with the active model with regard to both Global Origin and design plane coordinates". DWG does not support a Global Origin, so Coincident and Coincident World would be the same with DWG when the same coordinates are used.

It IS available though Andrew, just not in the interactive dialog.
And you can see the different effects when referencing a dwg "coincident"/"coincident world" into a dgn with shifted Global Origin.
2 references to same dwg: 1 - coincident world, 2 - coincident. The Global Origin is offset 0.000, -1.000, 0.000 from the design plane center.
