This error normally points to conflict with menus or customized workspaces. Do you have any customization?

If you do not have any custom menu, custom workspaces and it is a fresh MicroStation installation please try the following:

Reset your UPF https://communities.bentley.com/products/microstation/w/microstation__wiki/8978/how-to-reset-user-preferences-and-delete-microstation-s-temporary-files   

or Restore MicroStation to Factory defaults https://communities.bentley.com/products/microstation/w/microstation__wiki/8671/restore-microstation-to-factory-defaults
