Hi Jan. Thanks for this post. It helped me with attaching Item Type to one of my element in Cell Library and make this Item Type editable when element from Cell Library is placed into DGN model.

I guess you mean Item Type, not Item Fields (because such thing does not exist in MicroStation).

Open the cell library and in Explorer, use Attach Item option to attach Item Type to model (cell).

As described in documentation, when Item Type is attached to a model, that is used as a cell, it's copied and attached automatically, when the cell is placed.
