In PowerInRoads SS2 I had a dimensioning tool to place a dimension using 3 points.
First point was the start of the dimension
Second point was height of extension line
Third Point was end of dimension
The key-in reported by Power InRoads SS2 is "[DIMTOOL] dimension size perpendicular points". This was a standard tool available in Power InRoads SS2, but you had to go into <Workspace <Customize and add it to a Task toolbar (at least that's what I did to add it to the standard dimension tool task menu).
I am not able to find this tool in Microstation CONNECT and attempting to use the key-in states it is unknown. I've searched the key-in browser for all dimension related key-ins and the only one close is "dimcreate element perpendicular". This only allows 2 points, start & end. The dimension will be perpendicular to the element being dimensioned and switching the Alignment in the tool settings dialog has no affect on how the dimension is placed.
I used the 3 point method a lot in Power InRoads v8i.
Is this method available in Micorstation CONNECT Edition? I am currently on Release 15, but we should be switching to R16 before too long.
Well this is disappointing!

Power InRoads v8i - 08.11.09.615

All is not lost yet (well, you'll need to check for me as I dont use CE)
Add this to a CFG or your UCF and try the regular Linear Dimensioning Tool (not the Dimension Element Tool)
MS_DIMLEGACYPOINTORDER=1
See if that works for you
However, its yet another fine example of Bentley removing or modifying features without consultation of its users
The loss of intellitrim is one which really boils my piß
That doesn't change anything.
I forgot to mention, I dimension in the same manner in V8i, it’s the way I’ve always done it. However, I’ve never used the tool that you mention that has been removed. Instead I use the command DIMENSION SIZE STROKE or DIMENSION SIZE ARROW
Afaik, only one of those commands exists in CE, at least, I found one had been removed when I used update 12 or whatever version it was in 2019. Dunno what’s changed since. I also don’t need to set the variable either, it just works the way I want by default. Perhaps give it a try.
Now that I'm in the office, I've tried setting the variable but it doesn't seem to make a difference with any of the linear dimension tools.
This is your example using the Dimension Size tool (you don't need to use the Accudraw Origin command either):
