i have too many drawing files that all has text in lines format or dropped text. How can i repair make it text again ? is there any way i have bentley Descartes v8i series 5 version. Please can someone help me with this

as mentioned already, there is no simple straightforward way, because dropped texts are converted into inconsistent geometry only.

When you have Bentley Descartes available, you can try (at least to evaluate a complexity of the workflow) to use its OCR functionality:
Descartes, if I remember right, offers something like Convert text tool, allowing to convert text-like raster to text elements. It depends on file structure, but you can try to print only "text geometry" raster file(s), so the result is what should be vectorized only, and to attach them back as raster to be processed by this tool.
What I am not sure (I have no Descartes available now) is how complex is to print everything to raster, because "print to raster" feature is limited in MicroStation (only small resolution is supported). A workaround, that should be tested, is to print the design file (again, the texts only) to PDF and try to use it as input file in Descartes. Descartes should support PDF as input. You can try both normal and rasterized PDFs and to check the results.

I tried making it pdf and attaching as raster but it doesn't work properly.
I was looking like an option like as available in AutoCAD as we can select text and with option recognize option we can rebuilt text.

unfortunately, when you are not willing to share enough information, it's impossible to help you. As MaryB mentioned already, it's not clear what you tried and why it does not work for you.

No such information is in your original question. I agree with Rod Wing, when used right, OCR tool in Descartes produce acceptable result.

As mentioned in the discussion already, no such tool exist in MicroStation. An option is to export the drawing to another software (e.g. OCR), but my experience with handling text from external sources is not good. It's often hard to achieve required results because of fonts, size, justification, level etc. and manual check and modification of every text may be required ... and in such case, it's simpler (even for hundreds of drawings) to re-create texts manually in MicroStation.

edit: Looks like this command is used for lines from PDF - PDFSHXTEXT
All hopes that adding PDF as vector attachments such tool will be needed in Microstation also. Seems it is standard issue dealing with PDFs. Another example.

I am not sure whether this comment relates to option to use PDF and Descartes or an idea to redraw texts manually. To use "quote" functionality is recommended.

Why it should be long process? PDF can be created automatically using Print Organizer. To attach PDF as raster, when created properly (e.g. with printed border or some corner marks), takes about 15 seconds. I do not see anything time consuming here, especially when compared with complexity of potential export to another solutions.

Even though does not relate to CAD text, experience shared from my friend, working in data quality (DQ) industry, where to inspect, clean and transform data is core activity: Anything under thousands of records (depending context, it can be thousand, 10 000 or even 100 000), it's faster to do the work manually than to try to implement automated solution. And it's experience from EU in context of high hourly rates.
To place text, especially when tools are ready (simple tasks like text style(s) created, icons created...), is always faster than to use OCR, check text, fix size or font, or even import data created somewhere else.
Maybe, when we sum all time, spent writing answers in this discussions, it is enough to manually re-create all texts in your drawings ;-)
