Convert dropped text to text in microstation

Question

i have too many drawing files that all has text in lines format or dropped text. How can i repair make it text again ? is there any way i have bentley Descartes v8i series 5 version. Please can someone help me with this

The autocad import pdf to DWG only works well if the pdfs were originally created from ACAD or MSTN dgn or DWG as a direct print ( with the text searchable option set ) so the vectors are recognisable as vectors and the text recognisable as text.. sounds more like your pdfs were created from scanning paper ..then imported to acad then to mstn 
 However microstation cannot do what your asking.. I don't know what Descartes can do with this maybe it can convert selections to text... but I dont think its automated... but I don't now that product.. 
 Maybe some scanning software that has OCR could work out the stuff that looks like text.. but I don't hold much hope for that approach as it may not like lines

 When you have Bentley Descartes available, you can try (at least to evaluate a complexity of the workflow) to use its OCR functionality: 
 Descartes, if I remember right, offers something like Convert text tool, allowing to convert text-like raster to text elements . It depends on file structure, but you can try to print only "text geometry" raster file(s), so the result is what should be vectorized only, and to attach them back as raster to be processed by this tool. 
 What I am not sure (I have no Descartes available now) is how complex is to print everything to raster, because "print to raster" feature is limited in MicroStation (only small resolution is supported). A workaround, that should be tested, is to print the design file (again, the texts only) to PDF and try to use it as input file in Descartes. Descartes should support PDF as input. You can try both normal and rasterized PDFs and to check the results.

Corel draw, adobe illustrator can do this stuff... Scan to cad provided you use the right settings and turn it all to tiff.. then dack to dwg then dgn but your level names are going to get all screwed up... IMHO for critical text like title block and dimensions its still faster to REDRAW these ... one question's where this data came from and why the text was exploded / dropped in every plan... maybe you could source it and not have it dropped and use that as a ref attached to copy just whats needed to update plans assuming they are older and not uptodate...
