after long time, based on a discussion with another user, I tried to use point clouds in MicroStation CE Update 16.1. And it is disaster, especially in a context that one from "the release theme" is performance optimization.
When even simple POD file with just a few millions of points is attached, MicroStation response randomly (especially when element selection is used or a view should be rotated) drops down, for a few seconds MicroStation does nothing, GUI is redrawn and blinking. So, U16.1 is not usable for any project, where point clouds are used.
I have no original Update 16 installed, but when I tried Update 14 on my notebook (which is 10x slower, because only old mobile Nvidia card is used), it's not perfect, but acceptable, and without halted MicroStation moments.
I tried to search for similar issue, and I found only this discussion, and I also received information that (probably) bug #672552 is logged for this issue.
Can somebody from Bentley confirms it is known problem and for what release the fix is scheduled? It's important to warn users, using point clouds, to do not update from U14 or U15.

Hi Jan,
As you already know, we have filed Bug 672552-> Handling of Point Clouds in Update 16 slow performances, unresponsive.
When wanting to rotate a view, it takes up to 2 minutes of processing to be able to use the function, MicroStation becomes unresponsive for a while. This also applies to all View related functions besides zoom when working with Point Clouds.
This Bug is not fixed yet and in theory it has been scheduled for MicroStation Update 2023. MicroStation Update 2023 will not be released in 2023 but in 2022.
Bug 672552 is scheduled to be resolved in Q2 2022
Issue is not reproducible in MicroStation CONNECT Update 15 or SS10.

To confirm, if we use point clouds for any of our design process, we should not update to Connect 16.
We should continue to use Connect 15 (or SS10!) until some time two years from now?
Will Bentley continue to make Connect 15 available from the Downloads page and post a disclaimer so that people do not accidentally update to 16?

Test before you make that decision.
I've got a simple LIDAR image with just over 11,000,000 points and have no problem with it in U16.1.
I would also expect this problem to show up in ORD 2021 R1 since that uses the same platform as MicroStation U16.

it's interesting and I am curious why you do not experience any issue.
I tried similar amount of data (about 11 mil. points), using both wireframe and illustration display style, I tried to model simple geometry that fits the cloud. Nothing complicated, just basic 3D solids, and using basic tools like snap, element selection, move/copy elements. Nearly immediately MicroStation stops to respond in some operations, especially when a view is zoomed to a detail, where the cloud is larger than a view and 3D elements are displayed in a view together view the cloud (in general position, above, in and bellow the cloud).

Initially I tried it with MicroStation CE U16.1, because one from my users told me about this issue he reported for U16 and he realized it is not fixed in U16.1. Based on you comment I tried the same file in ORD CE 2021 Release 1 and the problem is there also (personally I think a bit worse).
For illustration, simple point cloud with "just some 3D elements". When I tried to use Element Selection and click on a solid in View 1 (Iso) ... dynamic snap stop to work in this case ... both MStn and ORD hangs for long time. To draw anything in View 1 using snap is impossible, to move or copy too.

no, there is no difference.
It seems to be data access or computation problem, because when I tried to select an element, one core is immediately utilized for 100% for several seconds, and for this period, MicroStation is not responding.
