Need to change a text style to have it be pushed down slightly while staying left top justified. A negative number for the "Line Offset Y" would do it.

Using an offset value just moves the text away from the placement node. If a negative value is not accepted you can just use a carriage return prior to adding your text so you have blank line of text to start. It's not ideal, but it works

That doesn't allow for dynamically respacing all text with a specific text style. You'd have to change each text element to add or remove space.
Negative values in Line Offset X / Y is not a capability available for Text Styles in MicroStation V8i or CONNECT. You might like to add this as a MicroStation Idea for inclusion in a future release.
