I have the following:
Microstation CE
AMD Ryzen 9 5900 12-Core / 64GB Ram
AMD Radeon RX 6700 XT GDDR6 2000 MHz
When I mouse over icons and toolbars the icons disappear and then when I mouse back over them they reappear. Some icons show the text as incredibly vertically scaled/skewed, etc.
I would verify the video drivers are up-to-date first. If that does not work try deleting your user preference file (.upf) file and let the software recreate that file.

I agree that it is most likely video card related.
