Is there a way to embed a raster file (CIT) into a DGN file and modify the raster file? AutoCad has this function and it very useful when you can manage only one file instead of two. Please review and let me know.
It depends on what you are meaning by "embedding" a raster (CIT) file using MicroStation. The easiest method would be to use Raster Manager to link an external raster file into your design. The following documentation should assist with using these tools.

Another method could be to use the OLE tools in MicroStation to link or embed an external file.

As for making modifications to any attached raster images, this would probably not be able to be performed in plain MicroStation, but may also depend on what you mean by modify. I would suggest having a look at the Descartes software as an add-on to MicroStation which is available at an extra cost and can be installed during the main CONNECT version installation.
