MWLong's suggestion of creating a new file and referencing in the file in question seems familiar. I may have taken that route. A couple of things you can try would be to check your associations in PW. You may also want to consider reinstalling projectwise. I just ran across a situation in which PW would open any file except dgns. Sorry I can't give you more help than that.

RE: file type not recognized

Hi Josh,

Did you find any solution for the concern?
Are you using MicroStation or OBD ?

found this:

https://communities.bentley.com/products/bridge_design___engineering/w/bridge_design_and_engineering__wiki/48343/openbridge-designer---new-file-format-obdx-in-v10-08-01

It seems that the OBDX file is specific to open bridge - so if you are attempting to use it in MicroStation it will not work - however - if you are attempting to open with open bridge and getting an error, then I would post this issue in the Open Bridge forum.

RE: file type not recognized

Most likely the file is corrupt. Try to reference it to another file. If it references fine then start a new blank file from a good seed file then reference the file to it and merge it into the new file. The corruption is probably some non-graphical data. If that does not hopefully you have a backup file.
