Can any one help me get rid of these white reference boundary as in snap shot below. When I hover over it says reference attachment. It doesn't print but its quite disturbing.

Provide a screenshot of the entire References Dialog with the TCP1 reference file selected.

So it doesn't appear to be a reference boundary shape. When you open the model file, does the rectangle display? It could be geometry assigned to a non-plotting level.
No. Its doesn't appear in model file.
Your image tells us that the reference file has a clip boundary (see active icon with the green square). Press that and see if anything happens to the mysterious rectangle.
Can you provide sample DGN files (1 reference attachment and 1 master file which the reference is attached to)?

Whatever that white line was. Detaching and reattaching the files resolved the issue.
