I'm wore out from Service Tickets, this will just be Workaround #83.
I would have to test with the original files but the left to right selection requires the whole element to be within the selection area to be picked up, whereas the right to left it just needs to overlap. It may be that some part of the element is outside the area.
No, you are wrong. It is new behavior. Why would you question this without trying it>????

Unless I'm missing something I have to agree with David on this one.
Dragging Left-to-Right has always required the entire element be selected. A Right-to-Left drag is overlap mode. You can tell by the selection box outline. Inside mode is a solid box, overlap mode is a dashed box outline.
If you have V8i installed the behavior will be the same.
I've been teaching the Element Selection tool in basic MicroStation classes since 2004 Edition. It has always worked this way.

Unless you hold shift while dragging, then it's the other way round.

To reiterate:
Sheet model
Referenced Plan on sheet, clipped (or not)
Select element from reference using a sweep or area method.
