Am I correct in thinking the only way to create a 2D parametric cell it to use a 3D Seed file and only use 2D graphics.
The 'Cell Type' is grayed out to graphic when using the Bentley supplied 2D Metric Seed.

I posted too fast. 2d + parametric is available when using design file with no seed. It just seems there is no 'metric' seed file supplied with Microstation for it.
It looks like you have probably resolved you issue as soon as you posted it but I was just wondering whether this completely answered this?
