I have an Item Type containing properties that uses an expression to display Sheet information (name, number).
If I place a text field using this info it will display the correct data but if I update the Sheet info the fields are not updated (I've executed FIELD UPDATE ALL and model properties Update Fields Automatic).
Existing and reopen the file will update the fields.

I would like to notify you that the problem you have described is a BUG 773420 "SheetData Item Type does not update after change Sheet Index properties ".
As I previously notified you, I suggest using Place text> Insert Field Model Properties and pick the name and number of the Sheet. In this way the update is immediate.
I raise a ticket for you and I will keep you updated regarding the Bug.

I have no problem creating cells. If I just use a text field with model properties it works fine (like you showed).
I have attached two files, a cell library and a test file. The cell "Stämpel" contains both text fields from Item Types and a text field using sheet model properties. When the cell is placed in the test file the link to the sheet property is broken.

I tested your file and the cell library. If I update with the tool "replace cell" I am able to see the Sheet number but only the model properties from the cell library. If I change the Sheet number of the model of the dgn I lost the association of the Item Types.
I tried to create two different cells: one with the item types and one with just the Sheet properties, but the association with the Sheet of dgn is lost. It seems that the sheet properties lost association every time. I keep investigating this.
