When i performing project, always need to calculate Feet to meter.
because *Need to fix meter unit of master Model(Owner don't want to change to feet)
So When i drawing line in Microstation distance(Inset 3.28 feet), is it possible to Automatically convert to 1Meter?

In microstation you can always switch between units on the fly. (when you do "save settings" the unit setting will be kept)
Either with imperial or metric you might want to sometimes switch between units inside of a unit system depending on the extension of your objects at hand (miles/yards/feet/inch or kilometers/meters/centimeters/mm) microStation knows the relationships between any units and lets you easily switch them any time.
Select the "on the fly" unit settings in Drawing|Utilities>Drawing Scale
You can have dimensioning with a secondary unit (see dimension settings)
Why not work in meters in the first place? If the customer/owner wants it)
You can activate the rarer units (e.g. Lightyears or Fathoms) in the unit definitions file C:\Program Files\Bentley\...\...\Default\Data\units.def" Once I even needed some not included units (Nautical Miles "nm" for an Airport) and was able to add it there.

I thought of it but was afraid it might change values of the already placed objects... so we can toggle between units and draw in units and return to previous units and object act as if they were unitless ( like acad) and report the lengths as MU and apply the unit label per the design file settigns without changing the actual mu lengths.. I would have used an xref in different units ie imperial and merged it later to a meters units file .. but this guy has his boss looking over his shoulder and wants feet input .. must have a list in feet ( be smarter for his list to get converted in excel before drafting) but hey your idea is great just do what your boss wants keep everybody happy even Jan Slegr

In my view on the contrary: You have full fidelity with units. In acad one seems to work with just one assumed or agreed? unit.
As different crafts like to "prefer" different units you can switch between units depending on the detail or zoom level. You may want to open and pin the "Drawing Scale" to - at least for a while - have the current dimension setting in the corner of your eye.

Not my favourite way to work with a supervisor, I agree with you 100%.... but best way to train juniors until they can fend for themselves
I feel a bit sorry for the OP but that is what he posted....very glad you can up wit the units toggle option.. good for everyone and any situation...
