Duplicate name in linestyle selection

You will have to determine where these line styles are coming from. Using the Line Styles dialog you can check this see below:

If defined in multiple resources you may have to do some cleanup so they are no longer listed.

That's a great advice. I have open the same drg in connect and the issue is not there (Great). The issue happen when I open the drg in v8i SS10. 

Could there is  bug in v8i ?

Well, it can be, but - based on my experience - likely not ;-)

Further testing is required, using MicroStation V8i:

• Exists this problem only in one design file, regardless what workspace is used, and other files are fine?
  In such case, DGN file is probably corrupted.
• Exists the problem in different files, but only in specific workspace?
  Probably a combination of workspace setting, and how DGN file was created, leads to the issue.
• Exists the problem in all files, regardless what workspace is used?
  It can be both MicroStation bug, but I think MicroStation miss-configuration is more probable.

Not everything is automatically "bug in a product", often workspace configuration is not right, or there a minor incompatibility / conflict between workspace and DGN content.

When you open the file in CONNECT Edition, you changed context (workspace configuration) completely.
