All point commands that uses a line for placing the points does not work if the line is on a locked layer or in a reference.
This goes for Point on Element, Point at Intesection, Points(s) Along Element and Point at Distance Along.
Iv'e seen the same thing for other commands as well. Some have been fixed other not.

Defect 656949 is filed regarding this issue. To be notified when a fix is available you can submit a Service Request.

Ok.
Array Along Path seems to work now. I cannot find anything else right now.
