Simple question for Bentley staff
Is a MicroStation online (as a cloud service) planned ?

Are you interested in "pure MicroStation", because DGN is the format you want to use, or in "CAD editor", provided by Bentley?
I do not recall any information MicroStation is planned to be available online. Because it is standard desktop application, based on technologies like DirectX, I think to make it available in cloud always lead to some virtualization and desktop sharing.
iTwinJS project, mentioned by Oto is "designed for cloud". It is open-source technology, with commercial back-end (iModel hub), and its newest version brings also editing capabilities, but existing technology demonstrations do not show this functionality (yet?) This is "new world", with no dependency on anything like MicroStation or DGN, even when it is based BIM, which is a successor of EC data, used widely in MicroStation CE generation.

Any idea reading specification what kind of editing capabilities are there? This year we are in process of losing around 300 seats in multiple organizations and can't do much about that because of Powerdraft discontinuation which was used for simple 2D drafting before and they would like to use it in future. No need for full Microstation just drawing primitives(lines, shapes, curves, annotation), placing symbols(cells) and using background data(WMS). Also printing/plotting. Of course not in price of full Microstation.

An online CAD Editor, able to import dgn or dwg would be enough.
It more sounds like a viewer if import is enough.

Given that the DGN file format has been unchanged for years, what's stopping these organisations from keeping their Powerdraft installations running (whether it be V8i or CONNECT)?
wouldn't that become a liability issue for the organization ? Using a discontinued product on an active project.
