Simple question for Bentley staff
Is a MicroStation online (as a cloud service) planned ?

Why should it? In my experience, version-specific software is only mandated on BIM projects, specifically REVIT where there are differences between a REVIT 2021 file and a REVIT 2022 file. We don't have that issue with DGN files, the difference is versions is merely the suit of tools available to the user.
Of course, every organisation will have a different take on things, but if it was thought to be an issue from someone outside an organisation, a simple conversation explaining the reasoning should be suffice enough to answer any concerns. That said, on most projects I work on, nobody other than me knows what software I use, so its a situation I don't deal with these days.
wouldn't that become a liability issue for the organization ? Using a discontinued product on an active project.

Given that the DGN file format has been unchanged for years, what's stopping these organisations from keeping their Powerdraft installations running (whether it be V8i or CONNECT)?
It more sounds like a viewer if import is enough.
