When i export the file and i have to define the path, it opens the last folder i saved another DGN export in. I want the path of the file export to by standard be the same. It does not matter if the solution is defined by a path or is set to open the same folder as the DGN, but we spend to much time always finding the folder with the project in.

Export is not the same as save as or as print to pdf, however if your exporting ie DWG to DGN or 3D dgn to 2D dgn I think there are variables in workspace config such as MS_DGNOUT where you can define the path you want, as for pdfs my printer default is set to send all pdfs to c:\temp\pdfs.
unless I have a project config specific to the individual project, then I have set paths for xrefs using the variable, for DGNS , XREFs and for PDFS specifically for the project so my file structure looks like this ....full path path on server...
---PROJECT FOLDER NAME
| -----DGN
| ---- PDF
|-----XREFS
| ---- DWG
And in that case we always use microstation manager to open files as it has all the variables and configs set for that project specifically..
We NEVER use windows explorer to open dgns as we have multiple clients with different configs for title blocks, dgnlibs, cells, colour tables ( from seeds), Font.rsc etc , hence projects by name and job number listed so easy to find right proj and MS finds and sets the configs specific to the job
For almost 10 years I have used this approach for V8i for all this.. CE uses similar principles but with Works spaces
