I can definitely see it listed in MicroStation CONNECT Edition (Update 16.2). Is there a possibility that you can supply an example design file as well as the version of software you're using.

It does nothing, and as I wrote above, the feature has only been implemented in CONNECT.

I can see the display style option in V8i SS10. Any chance the "usable for view" option is unselected on your end?

Not in V8i but I believe the feature is finally in CONNECT.
