Using what version of MicroStation? You've tagged your post with both MicroStation CONNECT and MicroStation V8i.
What is the exact version no. (e.g. v10.x.y.z) of MicroStation that you are using? Use key-in VERSION to see the version no. in the MicroStation Message Center, or Help→About MicroStation in the backstage.
VERSION
See this blog that shows you how to obtain MicroStation's version number.

Hi Wg. Cdr. Rath,
Recovering a DGN file is a task that does not always yields positive results. It is suggested to have backups of all working files. Retrieving the backup of the corrupted file and replacing the missing data is typically often more efficient
Review the following wiki and forum thread

Try to open it in Teigha viewer and resave. It much better handles DGN files than Microstation.
Following on from the details provided by Maria regarding the complexities involved in retrieving a corrupted file, you may be interested to understand that you can perform manual backups of your DGN files any time using the keyin BACKUP which, by default, creates a copy of your file into the OUT folder. The following Wiki article, although it is for V8i, may be of interest in configuring an automatic backup.
Automatic backup of design (DGN) files
We have also found that a 3rd party MDL created by this German user can be quite useful for automatic backups.
See download.zip from this site in Germany: http://www.t-haberstroh.de/downloads.html It appear to also work for V8i versions ok. The documentation (and some variables are in German, but I think they are quite straight forward.
As the copyrights of these tools are not from Bentley I cannot upload it for you but you may download it here:

There are currently 3 Variables that control the behavior of this thing:
MS_BACKUP (yes the same as Ustn) might be used to define the path where the backup is stored (otherwise smae dir as dgn is used). Normally the file is saved as <dgnname>.bak and overwritten with each backup, but if you set a variable BACKUPMODUS to 1, the file is saved as <dgnname>_date_time.dgn for each backup. The time between backups might be controlled with a variable BACKUPZEIT (its a German developer :-) ) and might be between 5 and ~ minutes (long enough to happen after the lifetime of the computer.

Why this could not be automatic as in MS Office? If program unexpectedly closes(new normal for CONNECT edition) then provide option to recover files. Even web browsers can now recover sessions but no not Microstation. DGN is OLESS format which when correctly implemented is safe against corruption but it is clearly not implemented correctly as we see that most corruptions for DGN files simply lose model list at write when it should actually first write new model header and only then mark old stream as deleted.
