How to convert coordinates in DGN to WGS84
Is there any formula to calculate latitude and longitude
Give me a hint
You can read them using ACS.
You can use ACS. What I found easier was to create a file set to use WGS84, then reference back and forth using "Reproject reference data to master GCS". I've attached the file I use.

I want to find the formula to calculate latitude and longitude
Not so easy as it depends on input coordinate system.
Here is a formula in PHP to convert to/from UTM to WGS84
Indeed, not at all easy. Once you know what your DGN coordinates are, you can find a formula, maybe even a ready made Excel spreadsheet to do that. Search on geodetic and/or surveyor's web sites. Back in the bad old days, we had to do this sort of thing a lot. Quite the pile of numbers.
For the last 20 years I've simply used Corpscon from the U.S. Army Corps of Engineers for single point calculations. We're supposed to be getting new datum this year, redefining the geoid once again. Good news is they're going to eliminate the US Survey Foot, which has often been a real trouble maker.
